If I want the file badly enough, I'll try downloading via a different web browser (and other filehost if available). It may result in an unstable video missing the final 10 seconds, but its better than nothing (assuming the file can never be downloaded 100%). I'd say maybe 20% of the time, I can get the partial download to work by changing the file extension to whatever file type it is supposed to be (.mp4 or whatever). Having a backup at least keeps that option, even though odds of getting it to work are not good.
I make a safety copy before pause-resume because if pause-resume fails most browsers automatically delete the file before you can try to make it work. If it doesn't, I go back to my safety copy and mess with it awhile to see if I can make it open (usually doesn't work).
Pause-resume works in maybe 50-60% of stuck downloads. If not, then I drag-copy it to another folder to make a safety copy, then go back to my browser and try filmboss80's pause-resume trick. mkv etc) and icon, I'll double click to see if it opens properly.
